Subagent Assignment Info

Subagents are privately-owned businesses that are appointed by the state Department of Licensing (DOL) director to perform vehicle and vessel title and licensing services. Once the DOL director has appointed a subagent, then the county may contract with the subagent to perform title and licensing services.

King County contracts with subagents that provide 21 licensing locations throughout the region. Justification for a new subagent location is based on area and transactional statistics which is reviewed and approved by DOL.

I have been informed that the Subagent Contract is awarded to individuals and not to a corporation. Is this correct?

At this time, the Department of Licensing (DOL) appointment and King County Subagent contract are awarded to the individuals, as a group, who are listed on the Vehicle/Vessel Licensing Subagent Application. The business name is identified on the contract as a ‘dba’ but the appointment and contract are with the individuals on the application.

RFP/A Section 1.13 – A.3, states in part: Attachment A - Vehicle/Vessel Licensing Subagent Application: This application must be completed and signed by all applicants. All individuals listed on this application are seeking to be awarded this contract and the Sub-Agent appointment from the Department of Licensing (DOL).

Is there a requirement that the applicant(s) / proposer(s) be a United States citizen(s)?

At this time, it is not a requirement that the applicant(s) / proposer(s), nor any appointed subagent’s employees, be a United States citizen(s).

Applicant(s) / Proposer(s) must be able to legally enter a business contract with King County.

Applicant(s) / Proposer(s) awarded the appointment and contract must adhere to local, state, and federal employment laws.
